The canonical story
The pre-Greek-import Neptune has no narrative story. His Etruscan substrate *Nethuns* appears on the 4th-c.-BCE Piacenza Liver — the bronze divination-chart used by Etruscan haruspices to read the will of the gods from sacrificed sheep-livers — as the deity of the third region from the outside, paired with other deities of the watery / liminal jurisdictions. His primary Roman temple was in the Circus Flaminius (built c. 257 BCE after the First Punic War, the war that gave Rome its naval power and the strategic-need for a state-cult of the sea-god). The post-Greek-import Neptune inherits the entire Poseidon-myth-corpus: Poseidon-Athena-contest-for-Athens (Poseidon's salt-spring vs Athena's olive-tree, Latinized in Ovid book 6), Poseidon-and-Demeter-as-horses-mating, Poseidon-against-Odysseus, the Trident, the lord-of-Atlantis (Plato Critias), the Greek Poseidonian-earthquake-jurisdiction. Virgil's *Aeneid* book 1 features the Neptune-quelling-the-storm scene (line 142, *quos ego!*) where the sea-god rebukes the winds for storming without his permission — one of the foundational scenes of Augustan-Roman political imagination, read by Virgil's audience as Augustus-as-Neptune-restoring-order-after-civil-war. Cult-statue of Neptune was a colossal-marble work by Skopas at the Circus Flaminius temple (per Pliny); none of it survives. The post-Renaissance European fountain-tradition (the Bernini Trevi 1762, the Munich Glyptothek, the Plaza Mayor Madrid Neptune-fountain) all figure him as Baroque-Poseidon. The 380-394 CE Theodosian end of state-paganism ended the Circus-Flaminius Neptune-cult. The naval-military tradition of European-and-American powers has appropriated Neptune-imagery extensively — the Royal Navy "Crossing the Line" ceremony (sailors crossing the equator for the first time are inducted into "Neptune's court" by senior sailors costumed as Neptune-and-court), the US Navy "Order of the Shellback" with similar ceremony, dating back to 18th-c. and continuing through WWII and into present-day naval-training. This is military-cultural appropriation working from the Poseidon-overlay rather than the Italic-Neptunalia. Mussolini's naval propaganda made heavy use of Neptune-imagery for the *Mare Nostrum* (Our Sea) Mediterranean-imperial claim. The fossil-fuel offshore-oil industry has Neptune-named platforms (Shell's "Neptune" Gulf of Mexico platform, the BP "Neptune" North Sea platform) — naming the extraction-of-petroleum-from-the-sea after the sea-god is the kind of category-violation that the original Italic Neptunalia would have read as cosmic-blasphemy. The contemporary climate-crisis sea-level-rise jurisdiction is precisely Neptune's — the rising sea reclaiming the coast is the unhonored-Neptune's response to the *Mare-Nostrum*-and-offshore-oil disrespect; the canonical Italic reading would be that the rite needs to be re-performed correctly before the storm subsides.
