The Desirable Dominion — sovereignty as it should be, kingship as it ought to be, the rightly-exercised authority. The pattern of *power-as-Asha-in-social-arrangement*, not power as neutral or evil.
The Desirable Dominion — third of the six Amesha Spentas, the Holy Immortal of *sovereign power as it should be, kingship as it ought to be, the rightly-exercised authority*. The Avestan *Khshathra* is etymologically identical to Vedic *kshatra* (warrior-ruler dominion) and to Persian *shahr* (city, realm, kingdom) — and *Vairya* means "to be desired / worth choosing." Together: *the sovereignty that is worth choosing*, the kingdom-of-Ahura-Mazda as it would manifest if humans chose Asha over Druj in their political-arrangements. The canonical-Zoroastrian theology of political-power: power is not neutral, power is not evil-by-nature, power is *meant to be the manifestation of Asha in social arrangement* — but power can be corrupted into Druj-dominion, and the human-political work is to *choose* the Khshathra-Vairya version. Guardian of metals because the original Zoroastrian cosmogony had Ahura Mazda creating the sky as *metallic-stone* — the metal-sky is the canopy of the cosmic kingdom.
What Khshathra Vairya actually means
Khshathra Vairya is the *Zoroastrian archetype of power-as-it-should-be* — the Holy-Immortal-aspect of Ahura Mazda whose specific jurisdiction is *sovereign-power*, but specifically *the sovereign-power that is worth-choosing*, the *Khshathra* that is *Vairya*. The canonical-Zoroastrian theology of political-power is structurally-distinct from both the Augustinian (power-is-from-God-and-must-be-obeyed) and the modern-liberal (power-is-neutral-and-must-be-checked) traditions: power is *not* neutral (it is meant to manifest Asha-in-social-arrangement, and the Achaemenid royal-iconography of the king-with-Faravahar-above-him explicitly figured this), and power is *not* corrupt-by-nature (the Druj-corruption of power is a deviation from the natural-Khshathra-Vairya state), but power *is* always-already on one side or the other of the cosmic battle, and the political work is to *choose the Khshathra-Vairya version* — the sovereignty that is worth-choosing because it manifests Asha. The Achaemenid kings (Cyrus through Darius III) and the Sasanian kings (Ardashir I through Yazdegerd III) ruled under explicit Khshathra-Vairya theology — the *khvarena* (royal-glory, the divine-light-of-legitimate-rule) descended on the rightful king, departed from the corrupt king, and the *Shahnameh* (Ferdowsi's 10th-c. Persian epic) is the canonical-narrative of khvarena-rising-and-falling across the Persian-kingly-tradition. The metals-guardianship reflects the *crafted-and-organized* dimension of power: raw-resource (the ore in the ground) becomes useful-power (the worked metal, the alloy, the weapon, the coin, the architectural-element) only through *craft applied to nature in service of Asha*.
The canonical story
In the Pahlavi *Bundahishn* cosmogony, Khshathra Vairya is the third of the Amesha Spentas Ahura Mazda creates, the guardian of the *metallic-stone-sky* (the original Zoroastrian conception of the sky as a hemisphere of crystal-stone — "the sky was created from the substance of metals, the metals from the sky" the Bundahishn says, in a circular-cosmogony-statement that figures the inter-implication). At *Frashokereti* (the final cosmic-renovation), Khshathra Vairya will preside over the molten-metal river of purgation — the river of liquefied-sky-metal in which all souls will be immersed, which will feel "like warm milk" to the righteous and "like burning fire" to the wicked who must yet be purified, after which all souls will join in the eternal-rejoicing of the renovated cosmos. The royal-Persian *khvarena* doctrine — the divine-light-of-legitimate-rule that descends on the worthy king and departs from the unworthy — is canonically a Khshathra-Vairya-manifestation. The Achaemenid Behistun inscription (Darius I, c. 520 BCE) frames Darius's legitimacy as Ahura-Mazda-given, with Khshathra-Vairya-implied as the structural-mechanism by which the divine-Asha becomes royal-power. The Sasanian *Letter of Tansar* (3rd c. CE, a foundational document of Sasanian political theology preserved through Arabic-Persian transmission) explicitly develops Khshathra-Vairya as the theological-ground of legitimate-Sasanian-kingship: the king is the cosmic-political-image of Ahura Mazda, the realm is the cosmic-political-image of the Wise Creation, and rebellion-against-the-rightful-king is structurally-equivalent to siding with Ahriman. The 5th-6th c. *Mazdak movement* — the proto-communist Zoroastrian-heretical movement led by Mazdak son of Bamdad under the late-Sasanian king Kavadh I and brutally-suppressed by his son Khosrow I in 528 CE — challenged the official Khshathra-Vairya theology by arguing that *the redistribution of property and women was the actual Khshathra-Vairya manifestation*; Khosrow I's suppression was simultaneously a political-restoration of Sasanian royal-power and a theological-restatement of orthodox-Khshathra-Vairya doctrine. In the contemporary Zoroastrian ritual calendar, *Shahrivar* is the 6th month (August-September) of the Zoroastrian year and the 4th day of every month.

The shadow — honest about modern misreadings
Khshathra Vairya has been *the Amesha Spenta most-corrupted by its appropriation into authoritarian-political-theology*. The Sasanian doctrine of *khvarena* (royal-glory) and *Asha-as-royal-prerogative* became, in the wrong hands, the justification for the most-absolutist version of Sasanian-imperial-power, including the brutal Khosrow-I suppression of the Mazdakites (528 CE) framed as *restoration of Khshathra-Vairya orthodoxy against Druj-heretics*. The 7th-c. Arab conquerors initially preserved much of the Sasanian-administrative apparatus and the Khshathra-Vairya-derived political theology, layering Islamic-caliphal doctrine on top — the Umayyad and early-Abbasid caliphates inherit Sasanian-Khshathra-Vairya political-aesthetics (court-ceremonial, royal-iconography, divine-sanction-of-rule) which then become the canonical-form of *medieval Islamic political theology* without credit. European medieval *divine-right-of-kings* doctrine arrives via several routes (Byzantine-Eastern-Roman inheritance, Crusader-contact with the Islamic-Sasanian political-theological substrate, the rediscovered classical-Greek political-philosophy) and is structurally-genealogically-related to Khshathra-Vairya theology, though again uncredited. The 20th-c. Pahlavi Iranian dynasty (Reza Shah 1925-1941, Mohammad Reza Shah 1941-1979) explicitly-revived Khshathra-Vairya-iconography for nationalist-monarchist purposes — the 1971 Persepolis celebration of "2500 years of Persian monarchy" (Mohammad Reza Shah's lavish state-banquet at the ruins of the Achaemenid capital, attended by global heads-of-state, with explicit Khshathra-Vairya-themed-spectacle) was an attempt to wrap the Pahlavi-monarchy in canonical-Zoroastrian royal-theology. The 1979 Islamic Revolution backlash against this Pahlavi-coding of Khshathra-Vairya symbolism contributed substantially to the *de facto delegitimization* of the symbolism within Iran. The contemporary Iranian-diaspora monarchist-restorationist movement (around Reza Pahlavi II) continues to deploy Khshathra-Vairya / Faravahar / Cyrus-Cylinder iconography. Western fantasy literature appropriates Khshathra-Vairya royal-theology stripped-of-context: every fantasy-novel-throne-of-the-rightful-king, every divine-sanction-of-the-true-monarch-against-the-usurper plot (LOTR, Game of Thrones, Wheel of Time) draws on the Khshathra-Vairya-derived medieval European royal-theology, ultimately downstream of the Sasanian Persian source. The 2003 US invasion of Iraq involved explicit *neoconservative* invocations of "legitimate-authority-restoring-order" rhetoric that was structurally Khshathra-Vairya in its assumptions but stripped of all-the-Zoroastrian-ethical-constraints (specifically: the constraint that Khshathra is only Vairya if it *actually manifests Asha*). Recovering the *actual Khshathra-Vairya — the Holy-Immortal-of-Desirable-Dominion who is the cosmic-guarantor that power-can-be-made-worth-choosing-only-by-active-alignment-with-Asha* — from the authoritarian-monarchist appropriation, the divine-right-of-kings overlay, and the geopolitical-imperialist deployment is a sustained ongoing task.
